Possible to Develop apps for MX Ink without owning a Meta Quest?

Hi,
I would like to develop an app for MX Ink. Is it possible to do that without having the Meta quest device with me? Is there an emulator I can use?

    Gowdham, in the initial round, we have to submit only a textual proposal. No need to make a physical product for the track. If a team goes into the second round, MX Ink will be provided to them

    Correct. beware that we will not provide the Meta Quest headset thought...
